There is a real difficulty for nations in the DHDR that is linked to the very nature of our digital heritage: fundamentally, our digital heritage is of immaterial nature. It means mainly that one of our fundamental right is to store our personal data in a country in which we are not physically citizens.
This may lead to a real difficulty for nations to adopt this text, because they are structures reflecting also a geographical and material unity. Moreover, this text have economical impact, as each individuals has the right to equal pay for equal promotion of its digital space.
This declaration implies that the various aspects of Human Heritage are thought as a service to individuals proposed by every nation, without regards of citizenship. This may sound awful at a first glance. However, you should think a little bit to what it means. It is indeed a formidable hope for peace in this world, as governments will be challenged to provide the best services possible, and since no one will be forced to be part of a structure in which he does not feel comfortable. It may for instance stop immigration for economical reasons, or promote democracy to countries lacking of.
Thus we think that this text should be accepted by the United Nations, even if we realize that it is somehow an utopia, and a fight that will last for decades.
